Its not possible im afraid, the movie costume and packaging was made just for the film, the only thing you can buy thats close to it is the "Licensed Ghostface Costume" i believe theres a couple of links on the fan section for Ebay,or just go to http://www.costumeplanet.com

Scream 2
‘Ghostface’ Premier Cinema Cloak
Stock # 10642
The black ‘Ghostface’ style cloak used in the horror sequel Scream 2. This cloak was used in the scenes at the beginning of the film in the movie theatre when the new ‘Stab’ movie is premiering, these cloak are wore by the members of the audience as part of the ‘celebration’ of the new film. The black cloak has a small label inside stating ‘adult large’. There is a strip of Velcro at the top of the inside of the hood where the Ghostface masks where held in place to stop the hood falling off and out of place during filming.

Best thing to do I reckon is to buy the mask seperate and buy the cloak somewhere else, I've seen cloaks on different costumes like Grim Reaper costumes which look closer to the movie's cloaks than the ones which come with the mask.
